Blondel Dupre was the leader of the Democratic Urge, a pro-Democracy movement in Mega-City One. She was instrumental in organising the Democratic Charter March, but was arrested after it was undermined by the Judges .
As the call for democracy grew, Blondel continued her role as a key leader of the democracy movement. She was the figurehead of the democratic option in the Referendum. When the vote was lost to the Judges, she became disillusioned with democracy and accepted that the Judges had to be in place .
