Chief Judge Clarence Goodman was Chief Judge of Mega-City One.
In his first appearance he was referred to as Grand Judge rather than Chief Judge and was not named[1]. He was first referred to as Chief Judge in The Judge's Graveyard, which appeared in the 1977 Summer Special. His first name appeared in Prog 86[2].
