Marshal Art MacArthur was with the Marshal Service. He met Sinister after Frontal Loeb discovered Finny was on Generica[1].
Art followed Finny to Maliformia where he visited Dexter putting a phone trace on him and keeping a watch on his and Tracy's condo[2].
Finny killed Art as he was about to execute Ray[3].
