Synopsis[]
Inspired by the deaths of Hester Hyman and the other members of the Democratic Tendency (Judge Dredd: "Letter from a Democrat"), four pro-Democracy groups form the Hester Hyman Trust and plan a large Democratic Charter March of citizens demanding the end of the Judges' totalitarian rule.
The Justice Department publicly agree to let the demonstration go ahead, but work behind-the-scenes to ensure that the march falls apart. They discredit two of the leaders of the Trust, and arrest another - keeping him awake and un-fed all night. Dredd even convinces Gort Hyman to turn on the other protesters.
Wally Squad Judges sow dissent during the march, and while 16 million citizens turn out, it quickly fails. The key leader of the Trust, Blondel Dupre, is arrested along with many others. She promises Dredd that the democracy movement will eventually win.
