The Solar Fleet Commander was the director of S.A.S.A. and was based in Lunaciti. According to Dan Dare he had worked behind a desk for 15 years, and was out of touch with the challenges which spacers faced[1].
When Dare returned from the Battle of Jupiter, the Commander awarded Mr. Monday the Solar Cross and court martialled Dare[2].
